BMC to Adopt Zero Tolerance Policy for Illegal Disposal of C&D Waste

Bhubaneswar, July 15, 2023 - The Bhubaneswar Municipal Corporation (BMC) has announced strict measures to combat the issue of construction and demolition (C&D) waste being discarded on roadsides and common areas. Emphasizing the importance of C&D waste management and dry waste management for the city's sanitation and livelihood, BMC aims to enhance the cleanliness and well-being of the community.

Under the leadership of BMC Commissioner, Vijay Amruta Kulange, a special discussion was held today to address this pressing concern. Commissioner emphasized that this rule applies to individuals, organizations, departments, and private entities alike. It has come to the BMC's attention that C&D waste is being recklessly disposed of on roadways, under trees, and in drains. Additionally, departmental officials have been observed leaving C&D waste after construction, reflecting their negligent attitude towards the city. The presence of non-functional vehicles, broken poles, food trolleys, encroachments on government roads by shops, and cement stones further exacerbates the issue.

To tackle this problem, BMC has been conducting awareness campaigns and imposing fines on violators. The indiscriminate dumping of waste in open areas not only detracts from the city's aesthetic appeal but also poses health risks to its citizens. In accordance with the Waste Management Rule 2016 and the Odisha Municipal Corporation Rule 2003,  sections 415 and 674, strict actions will be taken against offenders. As part of today's discussion, a comprehensive campaign will be launched in every zone, ensuring that any person or organization caught littering outside designated areas will be noticed and penalized.

To facilitate proper waste disposal, BMC encourages citizens and organizations to utilize the SAFA App of Bhubaneswar instead of haphazardly discarding waste. The SAFA App enables convenient disposal of green waste as well. Each zone will initiate this campaign, ensuring its continuity and effectiveness. Commissioner earnestly appealed to the citizens to actively contribute to the development of their own town.

The meeting witnessed the presence of BMC Commissioner, Additional Commissioner Subhendu Kumar Sahu, Deputy Commissioner of Sanitation Dr. Manoranjan Sahu, Deputy Commissioner of IT Shri Ashok Kumar Lenka, Zonal Deputy Commissioner Rabinarayana Jethi, and Purandara Nanda, among others.
