Month-Long Training Programme for Excise Sub-Inspectors Begins at State Directorate, Cuttack


Cuttack, September 7: The In-house training programme of 48 Sub-Inspectors of Excise was inaugurated today in the Conference Hall of Excise Directorate, Cuttack by Narasingha Bhol, Excise Commissioner, Odisha. Dr. Dibyalochan Mohanta, Jt. Commissioner of Excise, Rama Chandra Mishra, Deputy Commissioner of Excise, Training, Rajat Kumar Praharaj, Deputy Commissioner of Excise, Policy, Dewadutta Dhal, Accounts Officer-cum-Course Coordinator and all the Resource Persons attended the inaugural session.

A batch of 48 Sub-Inspectors of Excise from different Districts of the State have reported to undergo training on Odisha Excise Act, Rules, NDPS Act & Rules, Major Acts, Technical Excise Manual and related subjects. The Training programme would continue for 30 working days. During the training, they shall be trained in Excise Laws/ Rules/ Manuals in addition to IPC/ CrPC/ NDPS Act etc. Physical training, Yoga, Practical training on bottling plants/ breweries/ distilleries etc will also be imparted in addition to indoor classes.

The Excise Commissioner, in his inaugural address, advised all the trainees to learn the intricacies of Laws/ Rules/ Procedures as ‘knowledge is power’. They were instructed to learn from case-studies to be presented by experienced faculties; especially the procedures to be followed during investigation of Narcotics Laws such as NDPS Act, PIT NDPS Act etc. They were also instructed to learn the procedures followed during investigation; so that the quality investigation improves; which will lead to better conviction. 

It is pertinent to mention here that, for the first time in the history of Excise Department, the In-house training programme has been undertaken to train a large numbers of Sub-Inspectors of Excise, who are untrained. It is expected to enhance their investigative knowledge and skills which will go a long way towards better enforcement of Excise Laws and Anti-Narcotics Laws. Rama Chandra Mishra, Deputy Commissioner of Excise, Training proposed the formal vote of thanks at the end of the session.
